City Departments
The city manager is an official contracted as the administrative manager of a city. The city manager shall be the administrative head of the city and shall direct and supervise the administration of all departments of the city. The city manager shall serve as personnel officer and shall have full responsibility for all administrative and technical activities of the personnel system.
The City Council of the City of Avon Park designates all codes, sworn law enforcement officers, building official, fire chief and fire inspectors Highlands County's Office as "code enforcement officers" who shall have the powers and authority to enforce the codes and ordinances of the city as set forth. Building Permits are available through the code enforcement department. If you plan to build, rehab, or replace a structure or parts of a structure within the city limits you must first obtain a sign off from the planning & zoning official.
Routine questions and issues concerning planning and zoning may be directed to this department. They serve the community relying on the Unified Land Development Code.
It is this department's responsibility to plan for the City's future financial needs and to implement responsible fiscal policies for the City's operation. They also serve internally as our payroll and purchasing department.

The Utility Billing division is responsible for providing customer service to the City of Avon Park's customers connected to the utility system.
The city currently has a fire and code enforcement department. Law enforcement is covered by an interlocal agreement with the Highlands County Sheriff's Office.
The administration of policies, procedures and programs, personnel records, recruitment and selection, employee relations, training and development, benefits, safety, labor relations, compensation, and organizational development. This department also serves the city as Risk Management, the department is responsible for insuring the City against potential loss and liability, including all City parks and buildings and for liability claims.
The Public Works Department has three divisions consisting of sanitation, streets and utilities.

The garbage and solid waste collection and disposal system in existence in the city is established as and declared to be a public utility for the use and benefit of the city in the maintenance of public health, safety, and general sanitary conditions throughout the city.

The Information Technology (IT) Administrator is responsible for effective installation, configuration, operation, and maintenance of system hardware, software and related infrastructure. The Information Technology (IT) Administrator will troubleshoot and resolve all hardware and software issues.
